IMHO he is looking at the fact that the military is having to deal with what are street gangs rather than terrorists or so called insurgents like it is a bad thing.
Why oh why would or should anybody care the motivation of those who would harm their countrymen? Better to let the military handle those types permanently than to send in some police force hamstrung by civil law rather than the laws of armed conflict. It is by their actions that they should be classified and dealt with, not motivations.
